Describe how you manage stakeholders with complementary and conflicting requirements from a project?

Project Manager needs special agreement with Stakeholders about limits of risks with complementary and conflicting requirements. Everything which exceed the limits must be changed, paused or canceled at the next meeting. Very good if team in the meeting find good compromise or better solutions.
